goingtorain is a cool website that gives you Yes or No to this question. Just visit this URL, it will detect your IP location and gives you the result along with the local temperature.

You can also edit the location to see the whether. Pretty nice website without any bright flashing ads.

    @Anantha Ramakrishnan It works globally. It first reads your IP then gives the weather report accordingly.

    Just by clicking Yes/No/Maybe on the site, you can also change the location for which you want to check.
